I am directed by Secretary Sir E, Grey to acknowledge
gov the receipt of your letter 47310 of the 20th instant transmitting a copy of a despatch from the Governor
of Hongkong respecting the possibility of seditious pro- paganda being organised in that Colony by Gerlians resi- dent to China.

Sir E. Grey has caused a copy of Sir F.H. Lay's despatch to be forwarded to His Lajesty's Minister in Peking; and I am to suggest that, if the Secretary of State for the Colonies sees no objection, copies of similar despatches might in future be sent direct from Hongkong to His Majesty's Legation in Peking.
